Beltway Budget Cut

A very interesting commentary on the Palin rumors appears over at Pajamas Media. The article concerns itself with the "how", as in how the rumors, often already debunked, keep making appearances in the media.

To illustrate, the writer cites a rumor about Palin cutting the budget for the Special Olympics, and uses a humorous term, "Beltway Budget Cut", defined as an increase smaller than the increase that had been asked for.

Now imagine you ask your boss for a $100 raise and she gives you a $50 raise; in what universe is that a "cut" in pay?
